<p>Just a reminder for our American readers that new and increased USPS (United States Postal Service) postage rates take effect this coming Monday May 12th, 2008. If you are planning to ship any packages via USPS, now is the time to do so &#8211; <strong>today Friday May 9th</strong> or <strong>tomorrow Saturday May 10th</strong> &#8211; especially if you will be shipping a lot of items.</p>
<p>Below is a quick overview and reference for the various shipping options taken from a prior article I wrote back in February, <a title="Save by Knowing Your Shipping &amp; Mailing Options" rel="bookmark" href="http://pecuniarities.com/knowing-your-shipping-mailing-options/19">Save by Knowing Your Shipping &amp; Mailing Options</a>, but with added info and updated rates that will take effect May 12th. (If you are new to this blog, be sure to check out the above referenced post for tips on how to save on shipping and why you should be aware of your shipping options rather than relying solely on postal clerks to advise you.)</p>
<p>A few items of note:<span id="more-219"></span></p>
<ul>
<li><strong>Express Mail</strong> is switching to a zone-based system with lower rates for closer destinations, so the new rates for some weights and destinations may be lower than current rates.</li>
<li><strong>Printing postage online</strong> can save you time and money; Priority Mail postage printed online can save you about 3.5% and Express Mail 3%.</li>
<li><strong>Purchase your Forever Stamps before Monday</strong> if you do a lot of mailing to save one cent per stamp. However, if you don&#8217;t do all that much mailing &#8211; i.e. by <a title="Pay Bills Online and Save" href="http://pecuniarities.com/pay-bills-online-and-save/5" target="_self">paying all your bills online</a> (we&#8217;ve only used about half of a 20-pack I purchased last May) &#8211; it might be wiser to not  stock up on a lot of stamps if you have a tendency to misplace them.</li>
</ul>
<h3><strong>USPS Package Shipping Options</strong></h3>
<ul>
<li> <strong>First-Class Mail</strong>
<ul>
<li>Time: 2-5 business days</li>
<li>Cost: Starts at <strong>$1.17 for 1 oz.</strong> up to <strong>$3.21 for 13 oz.</strong></li>
<li>Description: This is a good option for small and light-weight items including a single book or DVD with a total weight (envelope + item) up to 7 oz. as it would only cost you $2.19 as opposed to the 1 lb. Media Mail Rate of $2.23, and is faster than Media Mail. Using a padded envelope is highly recommended to prevent damage to the book or DVD.</li>
</ul>
</li>
<li><strong>Media Mail (Book Rate)</strong>
<ul>
<li>Time: 2-9 business days</li>
<li>Cost: Starts at <strong>$2.23 for 1 lb.</strong> up to <strong>$26.38 for 70 lbs.</strong></li>
<li>Description: Can be used for &#8220;books, film, manuscripts, printed music, printed test materials, sound recordings, play scripts, printed educational charts, loose-leaf pages and binders consisting of medical information, videotapes, and computer-recorded media like CDs and diskettes&#8221;, but cannot contain advertising.</li>
</ul>
</li>
<li><strong>Parcel Post*</strong>
<ul>
<li>Time: 2-9 business days</li>
<li>Cost: Starts at <strong>$4.55 for 1 lb.</strong> and increases with weight and distance (zones)</li>
<li>Description: Can be used for general shipments of gifts, merchandise, etc. You will need to use your own packaging (free Priority and Express Mail boxes cannot be used for Parcel Post).</li>
</ul>
</li>
<li><strong>Priority Mail*</strong>
<ul>
<li>Time: 2-3 business days</li>
<li>Cost: Starts at <strong>$4.80 for 1 lb.</strong> and increases with weight and distance (zone)</li>
<li>Description: Can be used for general shipments of gifts, merchandise, etc. You can also mail small, non-fragile parcels that will fit in the Flat Rate Envelope for $4.80 regardless of weight. While the 2-3 days estimated delivery time isn&#8217;t guaranteed, in my experience, Priority Mail is almost as fast as Express Mail. A package from California to most destinations is 3 business days, but some packages to New York City have been delivered in as quickly as 2 business days, delivery to Texas is almost always 2 days. Occasionally a package to destinations such as Georgia may take 4 days, and only one package in the past 3 years took 1 week.</li>
</ul>
</li>
<li><strong>Express Mail*</strong>
<ul>
<li>Time: 1-2 business days</li>
<li>Cost: Starts at <strong>$12.50 for 1/2 lb.</strong> and increased with weight and distance (zone)</li>
<li>Description: Guaranteed on-time delivery by USPS. If your package isn&#8217;t delivered by the guaranteed date and time, you are entitled to a refund of the postage you paid. Also includes up to $100 of insurance against loss or damage. I only suggest using Express Mail if the delivery date is of vital importance. Otherwise, I have found Priority Mail to be almost as fast and much less expensive. If you live in more outlying and remote areas, Express Mail usually takes 2 business days.</li>
</ul>
</li>
</ul>
<p><strong>*</strong>Zone-based. Go to <a title="USPS Postal Zone Chart" href="http://postcalc.usps.gov/Zonecharts/" target="_blank">http://postcalc.usps.gov/Zonecharts/</a> and enter in your zip code to get a Postal Zone Chart based on your zip code.</p>
<h3>A Note About the Priority Mail Flat Rate Box</h3>
<p>USPS is always trying to promote the Priority Mail flat rate box and telling us how much time and money we can save by using it. In my opinion: Time &#8211; possibly. But money &#8211; not necessarily (again, refer to <a title="Save By Knowing Your Shipping and Mailing Options" href="Save by Knowing Your Shipping &amp; Mailing Options" target="_self">this article</a>). Be sure you check the full rate chart and compare the actual cost of mailing your package via regular Priority Mail if you are really interested in saving money.</p>
<p>For example, you can still mail a 12 lb. regular Priority Mail package to a local zip code for $9.75. You can mail a 4 lb. package to a zone 3 zip code for $7.85. So spend a couple of minutes checking the actual regular rate before packing up the Flat Rate Box and you could save a few dollars.</p>

			<content:encoded><![CDATA[<p>Having been operating an online business for the past 2.5 years, I have almost come to take my knowledge of mailing and shipping options for granted and consider it common knowledge. However, a recent incident at my local USPS Post Office made be realize that this is not the case and that a lot of people are probably paying a lot more for services than they need to be, merely because they are unaware of their options.</p>
<p><img src="http://pecuniarities.com/wp-content/uploads/2008/03/queen-victoria1.gif" alt="Queen Victoria Mailing a Package from Samantha at the World’s Fair by Marietta Holley (Publiic Domain)" align="right" />A few months ago, while I was at my local USPS Post Office to pick up a registered letter, a man came in with a stack of 5 or 6 DVDs and asked the mail clerk at the next window how he could mail his DVDs. Instead of explaining his various options to him, she merely recommended the Flat Rate Priority Mail Box, and unaware of his other options the customer took her advice and proceeded to pay $8.95 to mail his DVDs. Being somewhat of an introvert in public (and having had a previous problem with that particular mail clerk), I held my tongue at the time, telling myself it wasn&#8217;t any of my business and that I would only cause problems.</p>
<p>This incident riled me because the customer could have mailed his 5 or 6 DVDs for a lot less than $9.00. I have weighed a stack of 6 DVDs, including a few 2-Disc Collections, and they weighed in at about 1.5 lbs. A stack of 6 single-disc DVDs weigh in at just over 20 oz. Even if he had had 8 DVDs, the entire package, counting the box and contents, would have weighed in at 3 lbs. and he could have mailed it for $2.81 using Media Mail or &#8220;Book Rate&#8221;, less than a third of the price he paid for the Flat Rate Priority Mail. Granted, Priority Mail does take less time than Media Mail, but my experience with Media Mail in the past couple of years has been that it is a lot quicker than you&#8217;d think; I have had Media Mail from across the country arrive in as little as 3-4 days.</p>

<p>I learned from this incident that we cannot always rely on our postal clerks for shipping advice. While I have met many nice and helpful USPS clerks in the past, the unfortunate truth is that there are many whose main agenda is getting rid of customers as quickly as possible rather than helping them. So I have decided to provide an overview of common shipping options that every postal customer should have some basic knowledge of.</p>
<h3><strong>USPS Package Shipping Options</strong></h3>

<p><strong><font color="#ff0000">Note:</font></strong> The 1 lb. Parcel Post rate being only $0.10 less than the 1 lb. rate for Priority Mail which only takes 2-3 days, you might find it worth the extra $0.10 to upgrade to Priority Mail, as I feel, the less time spent in transit, the less chances for loss or damage to the parcel.</p>
<h3><strong>A few tips for saving on shipping:</strong></h3>
<ul>
<li> When you buy things online, save the nicer boxes and packing material. There is no need to spend $2.00-$3.00 to buy new shipping boxes when you can re-use older ones as long as they don&#8217;t have dents or tears.</li>
<li>When packing your shipments, make sure you pad excess space with packing material to prevent damage from jostling. Newspapers are a good, inexpensive filler, but if you use a lot, they can end up costing you more if you exceed the lb. threshold.</li>
<li>Don&#8217;t be stingy with tape. It is a good idea to tape all the open seams. Insured packages must be completely sealed in order to qualify for claims.</li>
<li>Always include a packing slip clearly displaying the destination. Listing the package contents won&#8217;t hurt either. In the event that the package is damaged or torn, USPS will still be able to direct it on to its intended recipient rather than to the lost and unclaimed items auction.</li>
<li>If you do a lot of shipping, a reliable postal scale can save you time, money and trips to the post office, because you will know exactly how much each package weighs and not have any surprises when you get to the post office.</li>

<p>I know this seems strange considering that I am currently holding a <a href="../2009-financial-resolutions-blog-contest-win-a-free-6-month-subscription-to-the-wall-street-journal/1992">2009 Financial Resolutions Blog Contest</a>, but I don&#8217;t do new year&#8217;s resolutions anymore. Sure I still make general decisions/goals/plans/etc. for my life, but I no longer pin them down to specific years.</p>
<p>In years past I have set new years resolutions only to forget them within a month, and have come to the belief that, unless you&#8217;re one of the rare breed that always succeeds exactly where and when you say on a whim,  <strong>setting specific goals with &#8220;reach-by dates&#8221; might be more of a pitfall than a step forward.</strong> <strong>The act of failing repeatedly at too-ambitious goals could cause you to give up on self-improvement altogether.</strong></p>
<p>So I have resolved to not set specific &#8220;new year&#8217;s goals&#8221; for myself as I might have done in previous years. For example, I have been known to resolve to lose 20 pounds by my birthday, which is in March. You can easily guess how that always turned out. Can anyone healthily lose 20 pounds in under 3 months? In fact, I haven&#8217;t weighed 20 pounds less since the 8th Grade, so it may not even be an improbability.</p>
<p><span id="more-2000"></span></p>
<p>I can&#8217;t remember what some of my other resolutions have been, which in itself must say something. But I do remember at least a few years when I have written down an impressive list of resolutions on New Year&#8217;s Eve, only for them to fall by the wayside by the end of January, if they even lasted that long.</p>
<h2>New Year&#8217;s Resolutions Aren&#8217;t for Everyone</h2>
<p>Does this reek of underachievement-ism? Perhaps. But this comes after almost 30 years of overachievement-ism and extremism. I am one of those people who have a tendency for the extreme. I&#8217;m not talking bungee jumping or skydiving, but simply that I tend to go all out when I decide to do something, often to my own detriment.</p>
<p>For example, if you read my <a title="The No-Budget System" href="http://pecuniarities.com/the-no-budget-system/140">No-Budget System</a> post, you will see how extreme I can be when it comes to dieting. There have been times in my past when I have starved myself in an attempt to lose weight. These spurts of starvation never lasted very long, but they weren&#8217;t healthy. So, for someone of an extreme nature, like myself — Type A, perfectionist — new year&#8217;s resolutions aren&#8217;t the way to go. In fact, my constant goal should be maintaining moderation in all things.</p>
<p>Now, when it comes to resolutions, I follow in the fashion of our <a title="The No-Budget System" href="http://pecuniarities.com/the-no-budget-system/140">No-Budget System</a> and not set specific limits or achievements, but simply resolve to do better. There is no rule that everything be perfected or completed by December 31, 2009 or some other significant date, but simply that I will make improvements.</p>
<h3>Fitness Goals</h3>
<p>One of my biggest goals is to exercise regularly. Unlike years past, I no longer set a goal to lose <em>n </em>pounds by a certain date, because that can lead to unhealthy behavior such as undereating or overexercising. I simply plan to exercise regularly and eat moderately, but I don&#8217;t dictate what I cannot eat or exactly how many hours per day I must exercise. I look at extra hours of exercise I get in as a bonus and not a requirement.</p>
<h3>Personal Goals</h3>
<p>I will continue to try to further my studies and abilities in languages, music, work-related skills and others.</p>
<p>I have been wanting to learn Italian for some years now, but have never gotten around to it. Last week, I discovered a website for learning languages and have signed on to study Italian. The fact that it coincided with the new year was a coincidence and I&#8217;m not setting a goal for fluency by the end of the year, but simply that I will do my best to learn as much as I can and without a &#8220;complete-by&#8221; date, because <strong>there is no such thing as a point where there is nothing more to be learned. </strong></p>
<p>In fact, while I consider myself to be a native English speaker, a status some might view as knowing everything there is to know about the language, only last night did I make a new connection and realize the origin of an English word. So, <strong>learning a new skill, such as a musical instrument or language is not something that can be wholly completed by a set date.</strong></p>
<h3>Financial Goals</h3>
<p>For the most part, we will continue to live as we did last year, living as frugally as we can, saving as much as we can for the future and looking for more ways to save.</p>

<p>In conclusion, I am of the belief that New Year&#8217;s Resolutions are a bad habit of the general populus. There shouldn&#8217;t be just one day of the year on which goals are set (January 1) and by which goals should be completed (December 31), as it leads to a cycle of planning and failing.</p>
<p>When one falls off the resolution wagon, one is likely to give up on all resolutions instead of just the one — an image of the list of resolutions crumpled and tossed in the trash comes to mind — until next Jan. 1 when it&#8217;s time to set new resolutions. One should feel free to set goals at any time of the year, with or without a &#8220;reach-by date,&#8221; with reasonable time for completion, if at all.</p>
<p>Of course, this isn&#8217;t true for everyone. I&#8217;m sure there are many out there for whom it works, and perhaps is necessary, to set new year&#8217;s resolutions. But everyone is different. <strong>What works for one person doesn&#8217;t necessarily work for another. </strong></p>
<p>So if you&#8217;re one of those for whom it doesn&#8217;t work to set new year&#8217;s resolutions, look for other ways to achieve your goals. Some people need deadlines in order to get things done, some work better without them. Some might require a system of self-reward or self-flagellation (in other words &#8220;the carrot or the stick.&#8221;) <strong>Don&#8217;t give up on goals entirely, just look for a system that works for you.</strong></p>

			<content:encoded><![CDATA[<p>When I decided to do an article on how being nice can save you money based on my own experiences in business and customer service (both as receiver and provider), I had intended it to be a single post. But the end result was over 2,100 words, and I figured the chance that even one person would read it through to the end in one sitting was less than 0, so I will be posting it as an 4-part series  in the week to come.</p>

<p>When we were all learning to talk, one of the first concepts our mothers tried very hard to ingrain in us was the habit of saying &#8220;please&#8221; and &#8220;thank you.&#8221; There is a very logical reason for this aside from keeping you from embarrassing her in front of other parents. Social evolution has shown that being polite is advantageous to one&#8217;s position in all walks of life. Most people prefer being around and talking to nice people (with the exception perhaps of <a title="Dr. Gregory House, M.D." href="http://en.wikipedia.org/wiki/Gregory_house" target="_blank">Dr. Gregory House</a>), and the natural reaction to niceness is niceness in return.</p>
<p>This goes for business interactions as well as personal. As much as people like to believe that business dealings &#8211; whether you&#8217;re the consumer or the business &#8211; are impersonal, it just isn&#8217;t true. If you have ever had a job where you had to deal with the general public, unless you are an absolute saint, I am sure you&#8217;ve met your share of unpleasant people and your behavior towards them was affected by it. Even though company policies (instituted by executives who don&#8217;t have to deal with difficult customers on a daily basis) often dictate that &#8220;the customer is always right,&#8221; human nature has its limits.</p>
<h2>It&#8217;s Business, But It&#8217;s Also Personal</h2>

<p>As a small business owner (<a title="Franga Equestrian and Pet Boutique" href="http://frangadesigns.com" target="_self">Franga Designs</a>) who also does customer service, I have personally dealt with hundreds of customers in the past few years. Because our product is custom pet clothing and costumes, our dealings with customers are often more in-depth than the average business as it often requires several email exchanges discussing design and sizing (fabrics, colors, pets&#8217; measurements, special event deadlines, etc.).</p>
<p>The nice thing about our line of work is that we are working with fellow dog and horse lovers, and in my experience these types of people are some of the nicest in the world (yes, I am biased.) Everyone thinks that their dog or horse is special, which is exactly how it should be. And most everyone who cares enough to have a custom outfit made for their pet is a nice person. But even in this line of work, I have dealt with some customers who just rubbed me the wrong way.</p>
<p>When we custom design an outfit especially for a customer, we determine the price we charge per project based on material costs, complexity of the design, time to make the outfit, etc. Most of the time, we are methodical and reasonable in our pricing. But I have to admit that once in a while, when a customer rubs me the wrong way by being rude or unreasonably demanding, we do tend to charge a little more than we might otherwise to compensate for the unpleasantness &#8211; and sometimes in the hopes that they&#8217;ll just go away.</p>
<p>I know it&#8217;s not smart business practice and that we might lose money this way. And it is rare that a customer offends me so much that I do this, but it has happened once or twice. So, why do we do this?</p>
<h3>Risky Business</h3>
<p>When we feel that if a potential customer is troublesome in the initial stages of the sale, they could turn out to be troublesome after we&#8217;ve made their custom design. A troublesome customer might file a chargeback on their purchase after receiving it, seize their money back while keeping the costume, which would cost us the money we&#8217;ve spent on special ordering the materials, time spent making it and the cost to ship it.</p>

<p>Food safety practices should actually apply all year round, but in summer and any time of warm weather, regular precautions might not be enough. For example, you might be able to leave food unrefrigerated for several hours  in February without seeing any major effects, but the same practice may not work for you in August when the environment is warmer and bacteria multiply faster. Also, just because you can&#8217;t <em>see</em> any change, it doesn&#8217;t mean it&#8217;s not there.</p>
<p>Everyone knows that food goes bad, but it occurs to me that the average person might not be privy to all the specific details. Madoline and I worked in the very non-glamourous industry of food services for about 10 months in 2003 (more details in <a title="Our Family Financial History" rel="bookmark" href="http://pecuniarities.com/our-family-financial-history/307" target="_self">Our Family Financial History</a>). When first hired, we had to go through food safety training and learned a lot of things that we otherwise may never have known had we not happened to get jobs in the industry.</p>
<p>Practicing safe food handling and storage will not only save you money by preventing food waste from spoiling, but more importantly, it will protect your family&#8217;s health. For some of you, it might be common sense, but my experience with the general public and relatives is that these are things the average person is simply not aware of. I won&#8217;t go into detail about bacteria and all that fun stuff; this is just a basic introduction to food safety.</p>
<h2>Hand-Washing</h2>
<p>These hand-washing practices should apply everywhere, not just in the kitchen, and especially when using the restroom &#8211; and even more importantly, when using a <em>public restroom</em>.</p>
<ul>
<li>Before handling food &#8211; be it preparing, eating or storing &#8211; wash your hands.</li>
<li>Wash your hands in <strong>hot water</strong> and with an <strong>anti-bacterial soap</strong>.</li>
<li>When finished washing your hands, <strong>do not use your hands to turn off the tap</strong>. Whatever bacteria was on your hands (and the hands of every other person who used the sink before you) is also on the faucet handle.
<ul>
<li>When in your own home and you are able to control the cleanliness of the facilities, this may not be as vital as opposed to a public facility. When at home, I often use my wrist or forearm to turn off the tap after washing my hands.</li>
<li>When in public, use the paper towel with which you dry your hands to turn off the tap &#8211; after drying your hands on it. Yes, it leaves the water running for a few seconds longer, but it keeps your hands germ-free. I also use the same paper towel to open restroom exit doors before disposing of it. This may seem overly paranoid, but you never know when you&#8217;re in public what other people have touched and left on a door handle or faucet for you to pick up (and later ingest).</li>
</ul>
</li>
<li>If using a towel, make sure the hand-drying towel is clean and used only for hand-drying. Change them frequently as damp towels in warm weather can mildew quickly. If using paper towels, make sure the paper towel roll is clean &#8211; hasn&#8217;t fallen on the floor, isn&#8217;t often handled when hands are dirty or used for cleaning around the house.</li>
</ul>
<p>Some people may call this behavior paranoid or obsessive-compulsive, but it is important to be aware that bacteria is transferred by touching. This is an important factor when it comes to safe food handling. When working in food services, we were taught that if your hands touch anything that has not been sanitized, they are dirty and must be washed again before handling food.</p>
<p><span id="more-925"></span></p>
<h2>Food Preparation &amp; Storage</h2>
<ul>
<li>When preparing hot food, it should be heated to above 170° F (77° C). If you don&#8217;t have a food thermometer, a good way make sure it is sufficiently hot would be to heat to boiling point, which is 212° F (100° C).</li>
<li>Try not to leave hot food sitting out for longer than 2 hours.</li>
<li>Try to keep hot food above 140° F (60° C) if not being consumed within 2 hours to keep bacteria from multiplying too fast.</li>
<li>Cold foods and meats should be stored at temperatures below 40° F (60° C).</li>
<li>After 2 hours, store the food in the refrigerator.</li>
<li>Always wash your hands before and after handling raw meat, poultry, fish and dairy.</li>
<li>Use an anti-bacterial dish detergent &#8211; at least for items used in preparing meats.</li>
</ul>
<p>We&#8217;ve probably all left food out for more than 2 hours and have never gotten sick from eating it. I myself have done it and still do it sometimes, despite knowing the rules. But I feel is important to be aware of the correct practices and keep them in mind when dealing with food.</p>
<p>And remember that bacteria multiply faster in warm environments. So try to take more precautions than you usually would when handling and storing foods in warm weather. Teach your family the importance of good hand-washing and food safety habits. For the whole family to be healthy, it is important for each member to do his or her part.</p>
<h2>One Last Tidbit &#8211; Grocery Shopping Carts</h2>
<p>Shopping carts are one of the germiest things to be found in public. According to an article on ABC New, <strong><a title="Shopping Cart Handles Have More Germs than a Public Restroom" href="http://abcnews.go.com/GMA/OnCall/story?id=2859060" target="_blank">shopping cart handles have more germs than a public restroom</a></strong>. People touch it after handling food and money; kids stand or sit in them and teethe on them; food, raw meat juices and milk leak in them; birds poo on them in the parking lot; etc. It seems grocery stores have become more aware of cleanliness issues in recent years and some now offer sanitizing wipes for shopping carts.</p>
<p>When we lived in L.A. there was only one store in our neighborhood that offered cleansing wipes for shopping carts. Their prices were higher, but we often opted to shop there just because of it. If your grocery store doesn&#8217;t offer sanitation wipes, suggest it to the manager. Our local grocery store offers them and I always wipe down my shopping cart upon entering. The amount of black gunk that comes off it really quite frightening.</p>

When we decided to be frugal, I learned a lot about free and low cost activities in the area. Here we will share some suggestions for free and frugal things to do in the Los Angeles area. Note that I have not been to all the places listed here, but many are things I remember hearing or reading about while living there there and others have been gathered from online sources.</p>
<p>All activities listed below are FREE of admission charges unless otherwise noted (some activities are free on particular days or at particular times of day). Those that are not free cost $5 or less per person. Parking fees are noted whenever possible. Depending on the distance and number of persons in your group, public transit may or may not be less expensive. <p>Our favorite frugal activity was walking malls and pretty places to both sight-see and get some exercise. Here are some of our favorite places to walk. Note that even though these include shopping centers, <em>you do not need to shop in order to enjoy the scenery and atmosphere!</em></p>

<h3>Santa Monica 3rd Street Promenade</h3>
<p>Grab a drink or ice cream cone and just enjoy the scenery and street performers. Check out Santa Monica Pier while you&#8217;re there. You don&#8217;t have to spend money on the rides, just enjoy the scenery, have a look at the <a title="Santa Monica Pier Carousel" href="http://www.santamonicapier.org/" target="_blank">famous carousel</a> built in 1916.</p>

<h3>The Grove</h3>
<p>A very pretty outdoor mall with cute buildings and a park-like setting with fountains and outdoor seating. Includes free events such as Movies in the Park, Girls Night Out, Music in the Park, etc.</p>

<h3>Farmers Market</h3>

<p>The Farmers Market isn&#8217;t only a place to shop for groceries, but they host free events all year round including a Summer Music Series; Family Fun with music, arts &amp; crafts; Fall Festival with marching band, petting zoo, pig races, etc.; Holiday Festivities including music, Menorah lighting, caroling and a toy soldier band; Mardi Gras with Cajun bands, mask making, etc.; and the Gilmore Heritage Auto Show featuring more than 100 vintage and classic cars. <p>&#8220;Come Out and Dance&#8221; with live bands with <strong>free dance lessons</strong>, fine arts festivals, Halloween trick-or-treat, Holiday Cheer and more in Downtown Burbank.</p>

<h3>The Hollywood Bowl Museum</h3>
<p>The Hollywood Bowl is the world&#8217;s largest natural amphitheater which has hosted symphonies, opera, jazz, ballet, presidential addresses, rock concerts, etc. The grounds are open to the public to during the day to see the amphitheater. During the summer months, the Bowl offers rehearsals every Tuesday, Thursday &amp; Friday, from 9 AM to noon. Admission to the rehearsals is free. The Hollywood Bowl museum is open to the public during the day year-round, and nights before concerts.</p>

<h3>TV Studio Audience</h3>
<p>Attend a TV show or sitcom taping as studio audience. Tickets are free, but you may be there until midnight. A great way to see your favorite stars live and an episode of your favorite show before everybody else.</p>

<p>Before films are released, they are often screened to audiences for input. Los Angeles, being the film capitol of the world, is full of films waiting to be screened. However, this one is more based on opportunity striking, because you often need to be invited. We used to go to the malls a lot, sometimes for shopping and sometimes just to walk, and perhaps 1 out of 4 times, we were approached by people looking for film screening audiences. After the film, you are asked to fill out a questionnaire of what you thought of the movie, and you might be selected to stay behind with a small group to answer questions and provide more feedback.</p>

<p>The largest arm museum in the western United States. <strong>On the second Tuesday of each month, general admission to the permanent galleries and non-ticketed exhibitions is free to all.</strong> <strong>After 5 pm, you may pay what you wish. <em>Evening special: Vehicles entering the 6th Street parking garage after 7 pm park for free</em>.</strong></p>

<p>A combination transportation museum and recreation center located at the L.A. Zoo. Has a miniature train ride tour of the perimeter of the museum for a small fee. <p>This first writing project deals with the circumstances, people and events in our past which have led to our present financial habits. I proposed this topic as the first of our group writing project as I had been planning to write something about our background and why we live the way we do.</p>
<p>We are one of those people who have a somewhat complicated history. In our first 25 years, we had lived in 3 different countries and called approximately 20 different places “home.” After several hours of attempting to put it all in prose, we have finally given up and decided to put our family financial history and relevant events in timeline format (and with authentic pictures), for your sake and ours.</p>
<p><em>A note before we begin: The time periods used to head each section are names of actual time periods from history; however, they are not all in correct historical order, but rather arranged to fit eras of our lives.</em></p>

Mother, an art student from Taiwan, marries a young engineer and flight instructor from Japan whom she feels sorry for because he is poor and alone.</li>

<li><strong>1979 March &#8211; San Francisco, CA</strong><br />
Penelope arrives.</li>
<li><strong>1980 November</strong><strong> &#8211; San Francisco, CA</strong><br />
Madoline arrives.</li>
<li><strong>1978-1980</strong><br />

<li><strong>1981-1987 &#8211; Tokyo, Japan</strong><br />
Father moves family to Japan for better work opportunities. Father becomes a workaholic and makes a lot of money, buys himself computers and other gadgets but won&#8217;t give Mother money for food or clothes. Mother relies on grandparents for help and begins giving English lessons to neighborhood children after learning Japanese.</li>
<li><strong>1987-1988 &#8211; Taiwan</strong><br />
Father tells mother to leave and take us with her. Mother files for divorce and we are sent to live with various relatives in Taiwan while Mother works to build up a successful multi-level marketing business in Japan and Taiwan.</li>
</ul>
<h3>The Middle Ages</h3>
<ul>

Mother marries a spendthrift, workaphobe, and tax evader among other things disguised as a romantic gentleman in a ninja suit.</li>
<li><strong>1988-1994 &#8211; Several locations on Oahu, Hawaii</strong><br />
Mother continues to work at multi-level marketing business, Forever Living Products, bringing in as much as $10,000 per month for several years. Stepfather also helps by dressing up in business suits; however, the level and efficacy of his participation is questionable.<img class="alignright size-full wp-image-313" style="margin: 5px; float: right;" title="Idyllic Childhood Photo by Our Fourpence Worth" src="http://pecuniarities.com/wp-content/uploads/2008/07/4-kids.jpg" alt="Idyllic Childhood Photo by Our Fourpence Worth" width="150" /> </p>
<p>For the first we few years, we enjoy an idyllic childhood living in nice houses, one with a swimming pool, with a menagerie of pet cats, dogs, guinea pigs, rabbits, mice, fish and birds. As we get older, our mother begins to share her worries about our stepfather&#8217;s shopaholicism. He goes through one expensive phase after another &#8211; chess (during which he buys several costly chess sets and strategy books), golf, motorcycles, guitar, etc. She is also constantly worrying about his tax debt and his refusal to do anything to remedy the situation.</li>
<li><strong>1991 &#8211; 2000 &#8211; Family Business</strong><br />
Staring around age 12 and 10, Madoline and I become partially responsible for helping to manage the family business, as Mother and Stepfather become the area General Managers and run the warehouse for product inventory. Our duties include helping customers (called distributors) with product purchases, explaining the various purposes of the products, taking orders, retrieving and carrying products to customers&#8217; cars, monthly inventories, compiling and mailing monthly sales summaries to the main office. We continue to help out in this business till around part-way through college, at times running the business solely in Stepfather&#8217;s place in later years.</li>
<li><strong>1994 December &#8211; Hawaii Kai, Hawaii</strong><br />
Mother is diagnosed with stage 4 cancer with 6 months to live. She begins preparing a will, appoints Stepfather legal guardian, names a trustee to set up our trust funds for the life insurance policy left for our future and education &#8211; $100,000 each for our education, $500,000 for the purchase of a permanent residence. Knowing Stepfather&#8217;s spendthrift nature, she allots $100,000 for his personal use. One month prior to Mother&#8217;s passing, the trustee of Mother&#8217;s estate is changed to Stepfather.</li>
</ul>
<h3>Imperialism</h3>
<p>The following take place in several more locations on Oahu, Hawaii each successively less expensive than the previous.</p>
<ul>
<li><strong>1995 October</strong><br />
Mother passes away, Stepfather collects the life insurance and begins spending money immediately. He purchases a new car – on credit so as to retain the cash for investing &#8211; and ignores calls from lawyer to set up trust funds.</li>
<li><strong>1995 November</strong><br />
Stepfather meets a man called “Grandpa” who has the investment opportunity of a lifetime; give him $250,000 and he will receive $6 Million in 2 months. <li><strong>1995 November – Early 1996</strong><br />
In anticipation of millionairehood, Stepfather spends money as if already a millionaire – takes a party of 10 to the Superbowl (including airfare, hotel and $1,000 tickets), takes entire family of which he is the oldest of nine to Phantom of the Opera, hosts a presidential campaign in Hawaii, etc.</li>
</ul>
<h3>The Great Depression</h3>
<ul>
<li><strong>1996 Spring</strong><br />
“Grandpa” proves by all appearances to be a fraud, though Stepfather continues to hope and chant &#8220;Our ship will come in.&#8221; All $800,000 is gone, new car is repossessed despite Stepfather&#8217;s efforts to hide it a ten-minute walk from house. IRS comes calling for back taxes dating to the 1970&#8217;s. All that is left is a modest residual income which would be sufficient for us all to live on if he didn&#8217;t spend next month&#8217;s check before it arrived.</li>
<li><strong>1996 Summer</strong><br />
Stepfather pushes for me to go to college one year early. When I do not want to do so, he resorts to asking for charity from a classmate&#8217;s affluent father. (We are unaware of this until after graduation.)</li>
<li><strong>1996 -1997</strong><br />
Stepfather begins to use the word &#8220;frugal&#8221; in family discussions, a concept he manages to abide to in theory; in practice, he continues to purchase computers, surfboards, and miscellaneous useless things which are somehow supposed to make him rich.</li>
</ul>
<h3>The Age of Enlightenment</h3>
<ul>
<li><strong>1997 May</strong><br />
I graduate high school and win the Sterling Scholarship for Foreign Language and receive a check for $4,000. Because Stepfather needs money, I endorse the check to him.</li>
<li><strong>1997-2002 &#8211; Higher Education</strong><br />
Madoline drops out of high school 2 years early, and does one year of independent study by correspondence in order to save Stepfather $16,000 in tuition, and enrolls in college one year early. We graduate college (with honors <img src='http://pecuniarities.com/wp-includes/images/smilies/icon_biggrin.gif' alt=':D' class='wp-smiley' /> ) with the aid of scholarships and the residual income left by our mother. Even though the income is enough to support our very modestly priced education, getting the money from Stepfather to pay our class fees and insurance is like pulling teeth.</li>
<li><strong>2001-2002 &#8211; My First Job</strong><br />

I earn $9.00 an hour and work 30 hours a week. It&#8217;s a great first job where I discover I have an affinity for administrative work and enjoy counting how much I make every minute as I work (15 cents per minutes <img src='http://pecuniarities.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' />  ).</li>
</ul>
<h3>The Great Schism</h3>
<ul>
<li><strong>2002 June</strong><br />
At the time of Madoline&#8217;s graduation, we sever ties with Stepfather due to a number of irreconcilable differences. When Madoline graduates and my contract ends, we get full-time jobs together. By sharing a house and all our expenses, we are able to put away about $1,000 a month. After a year at this job, we decide to leave Hawaii and try our luck in California.</li>
<li><strong>2002 July &#8211; 2003 January</strong><br />
We hire an attorney to help us deal with Stepfather and manage to transfer Mother&#8217;s residual income to us. By this time, the business has dwindled and the income is reduced to about 10% of what it was when our mother was alive and developing the business.</li>
<li><strong>2003 February &#8211; Tokyo, Japan</strong><br />
Biological Father now decides he wants daughters again after almost 20 years because he finds himself $80,000 in credit card debt from eating out and buying expensive presents for his girlfriends, and suddenly realizes family is important. Unfortunately for him (and for us), we have long ago stopped considering him as our family. Also, he asks us to help pay his debts which does not sit well with us.</li>
</ul>
<h3>The Age of Discovery</h3>
<ul>

We decide to try living in the Bay Area, where we had been born. Because we will use up almost all our savings on the move, we look for the most inexpensive place we could find. We find a tiny place on Craigslist &#8211; and by tiny I mean 240 sq. ft. &#8211; an apartment behind a couple&#8217;s garage that will let us arrange the rental over email and let us bring all our pets for $650 a month. <em>(Right: Approx. 1/3 of our First Apartment)</em><br />
We pack up our things (3,000 lbs. worth of furniture including our piano which we have had since childhood and couldn&#8217;t part with, books and mementos of childhood and our mother) and pets &#8211; our 4-year old dog, 16-year old cat, and 22 mice. The apartment is so small that we barely had room left after moving all of our things in.</li>
<li><strong>2003 May &#8211; Our First Car</strong><br />
After a couple of scary and extremely uncomfortable experiences walking in our new neighborhood to run errands, we decide we need to buy a car asap. Knowing almost nothing about car shopping and credit, we get tricked into a 24% APR.</li>
<li><strong>2003 June &#8211; Our First Real Frugal Experience</strong><br />
Having used up all our savings on the move and down payment on the car, and our monthly check having been delayed, we have $100 in the bank. One night we dig through all of our things, pockets and purses for spare change to buy groceries. Even after our check arrives, we go about setting up our apartment as inexpensively as possible because the amount of the income is unpredictable and unreliable. We begin to find creative alternatives for thing we need.</li>
<li><strong>2003 Summer &amp; Fall &#8211; Our Second Apartment</strong><br />
<img class="alignright size-full wp-image-324" style="margin: 5px; float: right;" title="Our Loft Photo by Our Fourpence Worth" src="http://pecuniarities.com/wp-content/uploads/2008/07/the-loft.jpg" alt="Our Loft Photo by Our Fourpence Worth" width="200" height="158" />As we are still trying to figure out what we want to do, we temporarily apply for and get jobs as sandwich makers at Togo&#8217;s Eatery. After a month, the owners of Togo&#8217;s offer us managerial positions at a new upscale pizza shop they are opening in Fremont. The apartment turns out to be in violation of several California building codes, and gets extremely hot, with temperatures above 100 degrees on the hottest days. As we are about to start our new jobs in Fremont, we upgrade to a 400 sq. ft. studio apartment. </p>
<p>As limited space continues to be an issue, we go to Lowe&#8217;s and bring home a carload of lumber and build ourselves a freestanding 8&#8242; x 6&#8242; loft over our beds with for our computer, cushions and other diminutive furniture. This loft is disassembled for a future move, and later recycled into cabinets, this computer desk (with hand-carved feet shaped like horse hooves), a shipping supply cabinet and beds for our dog.</li>
<li><strong>2003 September &#8211; Our First U-Haul</strong><br />
<img class="alignright size-full wp-image-330" style="margin: 5px; float: right;" title="U-Haul Photo by Our Fourpence Worth" src="http://pecuniarities.com/wp-content/uploads/2008/07/u-haul.jpg" alt="U-Haul Photo by Our Fourpence Worth" width="150" height="114" />To save money, we rent a 10&#8242; U-Haul for our short distance move from Hayward to Fremont. It&#8217;s my first time driving a truck, which is quite scary, but when it&#8217;s all done, we can&#8217;t help but feel just a little bit proud that we&#8217;ve done it all ourselves (except for the piano).</li>
<li><strong>2004 March &#8211; Our First Credit Cards</strong><br />
Ever since the car loan fiasco, we have been trying to learn about credit. A regular customer of our pizza shop who works for Bank of America advises us to apply for a credit card. We apply for and get our first credit cards and begin building credit histories. Biological Father wants us to add him as an additional user. We say &#8220;no.&#8221;</li>
<li><strong>2004 Tax Time &#8211; Our First Time Filing Self-Employment Tax</strong><br />
Our first tax season is a disaster. I have no idea about where to start and what forms I need to fill out for the income from our mother&#8217;s business. I spend days reading the IRS website and countless forms and instructions. I finally figure it all out and mail out our return on April 15th.</li>
<li><strong>2004 June &#8211; Our First Loan Paid Off</strong><br />
We have been saving up to pay off our car loan early (23 months ahead of schedule).</li>
</ul>
<h3>The Dark Ages</h3>
<ul>
<li><strong>April 2004 &#8211; Los Angeles</strong><br />
Our 16-year old cat is diagnosed with kidney disease in November 2003. He becomes seriously ill in February 2004 and needs constant and costly care. As our pizza shop job does not pay very well due to business problems, we decide to move to Los Angeles for more employment opportunities.</li>
<li><strong>April 2004 &#8211; Our Second U-Haul (Actually Budget Rent-a-Truck)</strong><br />
Again, to save money, we rent a 15&#8242; Budget Rent-a-Truck for the move from Fremont to Van Nuys. This time the experience has gotten old, and the time constraints to return the truck in 3 days is more than a little stressful. We load the truck and hire a Bay Area piano mover to put the piano in the truck on Day 1, make the 8-hour drive and check into the apartment on Day 2, unload the truck and hire a Los Angeles piano mover to unload the piano on Day 3, and return the truck before 9:00AM on Day 4. We swear then and there as we rub our sore backs that this is the last time we ever U-Haul it.</li>
<li><strong>2004 Summer &#8211; 2005 Summer &#8211; The Lost Year</strong><br />
Having lost our dog to an accident and our cat to kidney disease in early 2004, we suddenly find ourselves a little aimless. Where we used to be content to stay at home and read or watch DVDs, we now find ourselves restless. For a few months, we wander one shopping mall after another as soon as we get off work (a depressing sales job working for a bald man who shouts a lot), buy more clothes than we need, and are reluctant to go home to an empty apartment. </p>
<p>Then we decide to quit our jobs and enroll in some arts classes at the local community college, and re-settle into our frugal habits. We become so frugal that we literally don&#8217;t do anything or go anywhere except to the library and to the grocery store. We stop going out except to walk the malls for exercise and window shopping.</li>
</ul>
<h3>The Industrial Revolution</h3>
<ul>

One day, while shopping for a Star Trek Enterprise model for my cousin, I discover eBay. Thus begins Franga Designs, our dog and horse clothing and costuming business named after Mother, which later becomes an <a title="Franga Equestrian and Pet Boutique" href="http://frangadesigns.com" target="_self">online store</a>.</li>
<li><strong>2005 October &#8211; House Hunting</strong><br />
Madoline&#8217;s designs are an instant hit and we begin to receive many requests for custom designs. Our one-bedroom apartment (638 sq. ft.) is completely covered in fabric, patterns, sewing and photographic supplies that we barely have room to walk. We decide it is time to expand our work and living space, and after all the moving around, that it&#8217;s time to buy a house and settle somewhere permanently.</li>
<li><strong>2005 November &#8211; Homeowners</strong><br />
We find a charming 3-bedroom house with a nice yard in California City. We make an offer and escrow closes November 22, 2005. To celebrate being homeowners, we go to see <em>Harry Potter and the Goblet of Fire</em> (matinee), which to this day remains one of my favorites.</li>

<h3>The Modern Era</h3>
<p>We are still in the process of settling in our home; with our frugal and DIY mentality, it takes longer to get things done. So far we have replaced all the carpet in our house with our own homemade flooring made from plywood that we sawed into floorboards, built a wall-length and -height shelf for our books and fabrics, and fixed up second hand furniture.</p>
<p>We try to save money wherever we can and build up our savings. Having been privy to our stepfather and our biological father&#8217;s mistakes and our mother&#8217;s constant stress over finances, we are paranoid about spending and debt.</p>

<p>I apologize for this off-topic post. I don&#8217;t usually get my family, friends or acquaintances involved in politics or issues, however this is something that is very important to Madoline and me, and therefore we would like to ask for your help in defending our rights as pet owners.</p>
<p>Some legislators in the State of California are trying to pass a mandatory spay and neuter bill (AB 1634, deceivingly named the &#8220;Healthy Pets Act&#8221;) that would require every pet dog and cat to be sterilized. <strong>We are <span style="text-decoration: underline;">not</span> against the practice of spaying and neutering in general. However, we feel that it is an indivdual, medical/veterinary decision that should be left to pet owners under advice of their personal veterinarians.</strong></p>
<p>Just a few reasons to oppose AB 1634:</p>
<ul>
<li>It will not solve the overpopulation problem which is caused by irresponsible pet owners who already don&#8217;t bother with licensing,leashing and anti-roaming laws. These same irresponsible owners who are the cause of the problem are not going to bother with complying with yet another law.</li>
<li>Studies have shown that sterilization, especially early sterilization which this law will require, is unhealthy for animals. Sterilized animals are at higher risk for:
<ul>
<li>Increased aggression</li>
<li>Abnormal and disproportionate bone growth (early spaying/neutering)</li>
<li>Increased susceptibility to infectious disease (early spaying/neutering)</li>
<li>Behavioral problems including fear, aggression, noise phobia, and undesirable sexual behaviors</li>
<li>Tripled risk of hypothyroidism</li>
<li>Increased risk of hemangiosarcoma (cardiac tumor)</li>
<li>Increased risk of bone cancer</li>
<li>Increased urinary ailments including calculi, urine scald, incontinence and obstruction</li>
<li>Doubled risk of urinary tract cancer</li>
<li>Doubled risk of diabetes</li>
<li>Increased risk of prostate cancer</li>
<li>Adverse reaction to vaccinations</li>
<li>Decreased activity and drive</li>
<li>Tripled risk of obesity which is already common problem associated with many health problems</li>
<li>Increased chance of “perpetual puppy syndrome” which causes undesirable urination</li>
<li>Inhibited social adjustment if neutered prior to complete cognitive development</li>
<li>Appreciable demeanor change due to hormone drop (similar to that of menopausal women)</li>
<li>Increased cognitive disorders</li>
<li>Increased and accelerated degenerative osetological disorders</li>
<li>Notable decrease in muscle mass</li>
<li>Increased/accelerated/progressive geriatric cognitive impairment</li>
<li>2+ years shorter lifespan compared with unaltered littermates</li>
</ul>
</li>
<li>This law would encourage disreputable breeding and puppy mills.</li>

<p>On a personal note, our dogs <strong><a title="Ludwig and Wolfgang" href="http://pecuniarities.com/about-more/ludwig-wolfgang" target="_self">Ludwig and Wolfgang</a></strong> are our only close family. They are purebread, ABCA (American Border Collie Association) registered dogs with excellent working dog bloodlines. They are licensed, live indoors, are never left home alone and never run loose. We bought a house 2 1/2 years ago for the sole purpose of being able to have pets because it is difficult renting with pets. We&#8217;re just finally getting settled in to our home and now face the possibility of having to relocate again, an expense we can&#8217;t really afford at this time, because we do not want to give up our right to make our own decisions in regards to our dogs&#8217; health.</p>
<p>Again, we are not against the general practice of spaying and neutering. It can be a beneficial procedure for some pets and owners. But this extreme, blanket law would only serve to punish pets and responsible pet owners who are already living in compliance with the law. We just want to retain the right to make our own decisions for our pets.</p>

Dennis W. Goff" width="200" height="130" />As most of you must know, the California wildfires have been getting worse with each passing year. According to Peter Sanders of the Wall Street Journal, fire season has barely begun, but in the past 3 weeks, the fires have consumed 631,000 acres of and $112 million in State funds. In the past 12 months, the State of California has spent an estimated $950 million in firefighting costs, a 41% increase from the previous year.</p>
<p>With a current budget deficit of $17.2 billion, the urgent issue of who should pick up the firefighting bill has arisen. Governor Arnold Schwarzenegger has proposed an insurance surcharge on all California home and property owners to help raise funds for firefighting.</p>
<p>But for those of us who have not chosen to build and live in the areas where these frequent seasonal fires occur, we can&#8217;t help but feel a little resentful of this proposal. The existence of homes in those areas drive firefighting costs up due to the necessity for differing procedures and additional resources. Not only does it cost more to have to use fire engines, airplanes and helicopters to defend these structures, but they take resources away from other remote fires that would otherwise be more quickly and easily contained.</p>
<p>According to Timothy Duane, professor of environmental planning and policy at UC Berkeley:</p>
<blockquote><p>&#8220;When you are forced to move resources in defense of structures, it means you&#8217;re often taking resources away from other areas of the fire, or entirely separate fires, which means those fires are harder to contain with less resources. You have to deal with life, and property and natural resources, in that order, and when you&#8217;re dealing with the first two, it increases the extent of the fire and the time period before you can put the fire out.&#8221;</p></blockquote>
<p>Yes, we do feel sorry for those who have lost their homes or whose homes are in danger, but they willingly purchased and/or built homes in areas that they knew were susceptible to seasonal fires. When we purchased our California home, we did so after researching the various environmental factors and comparing risks of natural disasters with other areas. With this sort of information readily available, as well as the fact that the wildfires are widely covered in the news each year, it&#8217;s hard to claim ignorance to the risk when they purchased or built their homes.</p>
<p>I know I should be more charitable and sympathetic, but frankly, with the daily inflation of food and gas prices, the heat wave increasing our electric bill, and decline in business putting a strain on our already modest lifestyle, I am not in the mood to pay a surcharge on my home insurance in order to make up for the poor home purchase decisions of others.</p>

But how to cut spending and decide what to cut and what not to cut? This is where you have to discern luxuries from necessities.</p>
<p>A <strong>necessity</strong> is an item/service that you simply cannot do without in your everyday life and that is vital to your survival and situation.</p>
<p>A <strong>luxury</strong> is anything that is not a necessity.</p>
<p><span id="more-198"></span></p>
<p><strong>A few examples of necessities (or necessary expenditures) would be:</strong></p>
<ul>
<li>Food</li>
<li>Rent/mortgage</li>
<li>Auto insurance</li>
<li>Home insurance</li>
<li>Health insurance</li>
<li>Gas</li>
<li>Auto Maintenance</li>
<li>Utilities: electricity, gas and phone</li>
</ul>
<p>Of course these are not the only necessities in the world, and it&#8217;s different for everyone, but when you really think about it, true necessities are actually quite few in number, and many things that you think you need are in fact not that necessary.</p>
<p><strong>A few common examples of luxuries would be:</strong></p>
<ul>
<li>Entertainment &#8211; movies (at the theater, renting, or buying), music and/or books</li>
<li>Cable or satellite</li>
<li>Toys and games (video or non-video)</li>
<li>More than one home phone line</li>
<li>More than one computer (even one computer could be considered a luxury in dire circumstances)</li>
<li>High speed internet service</li>
</ul>
<p>Even in one of the main necessities, food, there are luxuries that aren&#8217;t necessary. Necessary foods are foods that are vital for your health and continued existence. These are usually basic foods and staples that fill out your food pyramid and keep you in good health.  Any food that is not vital to your health and survival should be regarded as a luxury.</p>
<p><strong>A few examples of luxury foods when grocery shopping would be:</strong></p>
<ul>
<li>Chips and other junk food</li>
<li>Cookies and other sweets</li>
<li>Gourmet cheeses</li>
<li>Alcoholic drinks</li>
<li>Soda and other bottled beverages</li>
<li>Bakery goods</li>
<li>Specialty breads i.e. foccacia</li>
<li>Seasonal and tropical fruits</li>
<li>Fancy meats (i.e. steaks)</li>
<li>Pre-prepared and packaged foods (sandwiches, salads, sushi, cut fruit, etc.)</li>
</ul>
<p>I say &#8220;should be regarded as a luxury&#8221; because I think it is important to understand and appreciate the difference. I am not saying that your life should be completely stripped of all pleasures and comforts, but when you are purchasing a new DVD or CD, it is important to be aware that what you are purchasing is a luxury item.</p>
<p>So, the first step in trying to figure out how to cut your expenditures is to go through your regular purchases (including services) and distinguish all luxuries from necessities. Luxuries should not be regarded as &#8220;forbidden&#8221; because it could turn into an obsession (the desirability might be blown out of proportion), but be aware that by <em>choosing</em> not to purchase these items, you are gaining an advantage.</p>

The good news was that everyone in our area who subscribes to their High Speed Internet was getting upgraded to the 5 Meg service and we would be surfing [I forget how many] times faster than dial-up. The bad news was that this was going to cost us yet anther $10.00 per month &#8211; an astronomical $57.99 per month. But the letter indicated that we had no other options, and our area being quite remote &#8211; we can&#8217;t get Verizon DSL here &#8211; we had no choice but to take it or go with our local wireless service which is much slower, costs more, and comes with a $200 set-up fee. Since we rely on the internet for all of our business, dial-up is out of the question. So we bit the bullet and took it. And I cringed every time I paid our Charter bill these last few months.</p>
<p>But this morning, I went to the Charter site for an entirely different purpose: checking out the options on one of the most un-frugal things there are &#8211; cable TV. I know I shouldn&#8217;t be doing that because nobody really needs cable, but I recently got hooked on a few shows that I&#8217;ve discovered on Hulu (House M.D., The Office and Battlestar Galactica) and am itching to see the re-runs of all the past seasons I&#8217;ve missed. Of course, I was just looking, with no intention to buy because when it comes down to it, it really is a terrible waste of money. But anyways, when I clicked on Add/Upgrade Services, I saw that there were 3 High Speed Internet promotional plans available to my area &#8211; $19.99, $24.99, and $44.99 a month. I decided to get on customer service chat for some clarification on the plans available to my area, and 20 minutes later I had saved $180.</p>
<p><span id="more-215"></span></p>
<p>The plan was this: I could get on the 10 Meg High Speed plan (upgrade) at $24.99 a month for a promotional period of 6 months. There are no contracts so if I happen to have to move (which is a possibility but hopefully not &#8211; knock on wood), and there are no fees for upgrading or downgrading so I can just re-downgrade to the 5 Meg service at the end of the promotional period. While it&#8217;s not a permanent fix, it&#8217;s at least a 6-month fix, and one that&#8217;ll save us $30 a month which comes out to a total $180.</p>
<p>All I have to do is remember to contact them again in November and have them downgrade us to our original plan. Or maybe if we&#8217;re really lucky they&#8217;ll have another promotion for us then! So, if you think you might be paying too much for a service &#8211; any service &#8211; phone, cable, internet, insurance &#8211; do a little research and/or call your service provider (Further reading: <a title="Insurance Matters: The Cost of Complacency" href="/insurance-matters-the-cost-of-complacency/86" target="_self">Insurance Matters: The Cost of Complacency</a>.) Companies are always running promotions to bring in new customers or keep old ones, so chances are probably good that you&#8217;ll be able to save somewhere. Even if it&#8217;s just a few dollars for a few months, it&#8217;ll add up.</p>
<p><a title="Insurance Matters: The Cost of Complacency" href="/insurance-matters-the-cost-of-complacency/86" target="_self"></a>If you are going to contact your service provider, here are a few tips for getting the best results:</p>
<h3>Tips for Receiving Better Customer Service</h3>
<p>Obviously, these are tips for when you have engaged a live customer service representative after bypassing the robots. In the interest of readability, I may sometimes use the impersonal pronoun &#8220;they&#8221; instead of typing out &#8220;he/she&#8221;. I know it is grammatically incorrect, but &#8220;he/she&#8221;, &#8220;him/her&#8221;, &#8220;his/her&#8221; can get old.</p>
<ul>
<li>Firstly, try to avoid dealing with customer service when you are: hungry, thirsty, tired or sleepy as these states can cause you to be less focused and coherent, and possibly cranky.</li>
<li>Also, allow yourself plenty of time. If you try to squeeze a call into a short amount of time (i.e. while standing in line at the post office, the last 10 minutes of your lunch break, etc.) it is likely that you will not get the best out of your call. You will be in a hurry to get off the phone (or computer) and might lose out on an otherwise better option, or be impatient and lose your temper and making your customer service agent less willing to help you. Give yourself at least 20-30 minutes and try to make the call in a quiet place where you are least likely to be interrupted or bothered.</li>
<li>Use Live Chat customer service whenever available for the following reasons:
<ul>
<li>It is easier to keep details straight when you can see them in front of you.</li>
<li>It is also easier if you are dealing with customer service that might be outsourced to another country, or even a customer service rep located in the U.S. but who has an accent or regional dialect that might be difficult to understand.</li>
<li>At the end of the chat, do a select all (ctrl+a), copy (ctrl+c) and paste (ctrl+v) the text from your entire chat session onto a word document file for later reference.</li>
<li>Make sure you note the customer service rep&#8217;s name or ID number, the date and time of your chat session. This might make it a little easier if you need additional customer service later one and you and refer to the session.</li>
</ul>
</li>
<li>Greet your customer service representative. A simple &#8220;hello&#8221; (and maybe even a &#8220;how are you&#8221;) will start the conversation or chat off on a friendly note.</li>
<li>Remember that you are speaking to a real person who will respond to the way you speak to him/her. If you are nice, chances are they will be nice in return. If you&#8217;re not nice, chances are they will be too. Having worked in customer service, I know this for a fact.</li>
<li>If using internet chat, try to use proper spelling, capitalization, grammar and punctuation. It may take a few seconds longer, but it will make your messages easier to read, which is important for both courtesy, accuracy and professionalism. Yes, even if you&#8217;re the customer, professionalism on your part will help them to take you seriously and encourage them to serve you better.</li>
<li>Do a little prior research about the company&#8217;s current plans and promotions. If anyone you know has received a promotional deal from the same company, mention it to them and ask if you can also receive the same promotion or something similar.</li>
<li>If you are looking for a plan that costs the lowest, be sure to mention it to them. They might sometimes only offer you a plan or package that sells you more service than you need. If you only want one specific service, be sure to mention it to them.</li>
<li>When offered a promotion, make sure you get all the facts. Don&#8217;t just ask them if there is anything else you need to know, but rather ask them to clarify each point for you:
<ul>
<li>Are there any additional fees for switching plans permanently or temporarily (if you&#8217;ll be switching back at the end of a promotional period)?</li>
<li>Are there any contracts or obligations and for how long?</li>
<li>Is there an early cancellation fee? (In case you are dissatisfied with the new service, if you have to move etc.)</li>
<li>Are there any service limits different from your current plan?</li>
</ul>
</li>
<li>At the end of the conversation thank them for their help, say goodbye and even wish them a nice day. This ensures that both of you leave the conversation on a positive note which could affect the next time you deal with this company. Even if you never deal with the same rep again, if every customer was polite to every customer service rep, then customer service in general might be a lot more pleasant.</li>
<li>Remember to make a note on your calender if you are receiving an offer that requires cancellation or downgrade at the end of a promotional period. If you use Google Calendar, Mozilla Sunbird or Microsoft Outlook, get on your calendar as soon as you get off the phone or chat and set yourself a reminder to alert you a few days before the end of the promotional period. Canceling on time (instead of canceling and re-switching after you have been permanently enrolled or charged for the new plan) will save you a lot of headache, time and money.</li>
</ul>
<p>Now go and save yourself some money.</p>

<p>Madoline and I love to read, and we often come across amusing passages on matters pecuniary that we think our readers might enjoy. The following is from Chapter One of <em>Peter Pan</em> by J.M. Barrie, in which Mr. Darling, upon the arrival of his children, calculates the potential expense and speculates on whether or not he can afford to keep them. We thought it was quite cute and hope you enjoy it.</p>

<blockquote><p>Wendy came first, then John, then Michael.</p>
<p>For a week or two after Wendy came it was doubtful whether they would be able to keep her, as she was another mouth to feed. Mr. Darling was frightfully proud of her, but he was very honourable, and he sat on the edge of Mrs. Darling&#8217;s bed, holding her hand and calculating expenses, while she looked at him imploringly. She wanted to risk it, come what might, but that was not his way; his way was with a pencil and a piece of paper, and if she confused him with suggestions he had to begin at the beginning again.</p>
<p>&#8220;Now don&#8217;t interrupt,&#8221; he would beg of her.</p>
<p>&#8220;I have one pound seventeen here, and two and six at the office; I can cut off my coffee at the office, say ten shillings, making two nine and six, with your eighteen and three makes three nine seven, with five naught naught in my cheque-book makes eight nine seven—who is that moving?—eight nine seven, dot and carry seven—don&#8217;t speak, my own—and the pound you lent to that man who came to the door—quiet, child—dot and carry child—there, you&#8217;ve done it!—did I say nine nine seven? yes, I said nine nine seven; the question is, can we try it for a year on nine nine seven?&#8221;</p>
<p>&#8220;Of course we can, George,&#8221; she cried. But she was prejudiced in Wendy&#8217;s favour, and he was really the grander character of the two.</p>
<p>&#8220;Remember mumps,&#8221; he warned her almost threateningly, and off he went again. &#8220;Mumps one pound, that is what I have put down, but I daresay it will be more like thirty shillings—don&#8217;t speak—measles one five, German measles half a guinea, makes two fifteen six—don&#8217;t waggle your finger—whooping-cough, say fifteen shillings&#8221;—and so on it went, and it added up differently each time; but at last Wendy just got through, with mumps reduced to twelve six, and the two kinds of measles treated as one.</p>
<p>There was the same excitement over John, and Michael had even a narrower squeak; but both were kept, and soon, you might have seen the three of them going in a row to Miss Fulsom&#8217;s Kindergarten school, accompanied by their nurse.</p></blockquote>

<p>We received the following letter from our County Assessor-Recorder the day before yesterday. At first I was afraid to open it, thinking it was bad news. Well, it did turn out to be bad news &#8230; but with every cloud comes a silver lining&#8230;</p>
<blockquote><p><em>Dear Taxpayer:</em></p>
<p><em>As a result of the decline in value of the local residential real estate market, and, after a careful review of your property&#8217;s current assessment, we have determined that the factored base year value of your property exceeds the market value of your property as of January 1, 2008 and your value will be adjusted downward for the 2008/2009 tax year. This review has been done under the Proposition 8 &#8220;Decline In Value&#8221; program.</em></p>
<p><em>This value change will be reflected on your 2008-2009 tax bill which should be mailed in September.</em></p>
<p><em>The provisions of Proposition 13 also mandate that the value of your property shall be reviewed on an annual basis. This annual review could restore your factored base year value plus any applicable inflation factors that have occurred as of any subsequent lien date, but can never exceed your protected Proposition 13 base year value plus any applicable inflation factors. If the annual review should show that the market has experienced a further decline, you will receive another decrease in value for that tax year.</em></p></blockquote>
<h2>The Silver Lining</h2>
<p>Despite the badness of this news, we can&#8217;t help but be a little cheered at the prospect of lowered property taxes this year. With decreased income but increased everything else, a break in property tax right now seems more important than our property value, because, after all, we won&#8217;t be trying to sell our property in this market.</p>
<h2>The Rest of the Cloud</h2>
<p>But back to the bad part of the bad news: Our adjusted 2008-2009 value is now 37% less than its base value. This is really worrying. We had been thinking about re-financing in the next year or so because our current loan is an ARM (fixed for the first 10 years &#8211; so until 2015), but that&#8217;s definitely on hold for now.</p>
<p>A few of our major concerns right now are:</p>
<ul>
<li>What if the market doesn&#8217;t come back up by 2015?</li>
<li>What if we can&#8217;t afford to keep up with all the necessary maintenance due to the inflation and lowered income, resulting in further decline in value?</li>
<li>What if we need to sell the house for some reason?</li>
</ul>
<p>We can only hope that everything will work out after a year or two of lowered property taxes. Maybe we should start patronizing Starbucks.</p>

However, <strong>do not rely solely on the word of the pet friendly referral site</strong>; even if you will be booking your hotel stay through a referral site such as Expedia, which allows you to search for pet-friendly hotels, always double check the hotel&#8217;s pet policy on its official website. Some referral websites contain outdated, incomplete or simply wrong information on hotel pet policies. Some hotels may have accepted pets at one time but no longer, or have pet type, breed or weight restrictions. Sometimes, the easiest thing to do is to just call the hotel and ask.</p>
<p><strong>When calling a pet-friendly hotel, be sure to:</strong></p>

<li>Ask if they accept the type, breed and weight of your pet</li>

<li>If you are bringing more than one pet, be sure to check that they allow more than one pet per room</li>

This makes sure they do not disturb or distract the driver in any way, and prevents them from being flung out of the car in the event of an accident. <li>Baby wipes to clean your pet&#8217;s feet after playing outdoors</li>
<li>Paper towels</li>
<li>To clean up after any accidents, an pet safe cleaner so that the pet doesn&#8217;t get ill from stepping in it and ingesting it by licking its paws</li>
</ul>
</li>
<li><strong>Identification and license</strong> with your cell phone number printed on the ID in case your pet gets lost. Include <strong>emergency contact information</strong> for a relative, friend or neighbor who can care for your pet in the event something happens to you.</li>
<li><strong>Food and water dish.</strong></li>
<li>Dry and not messy <strong>food.</strong></li>
<li><strong>Non-greasy treats </strong>for keeping your dog from being bored and misbehaving. Non-greasy to prevent carsickness and vomiting. We like carrot sticks which are healthy and be be cool and juicy.</li>
<li>When packing your own drinks, make sure you bring enough <strong>drinking water</strong> for your pet. Dogs get very thirsty when riding in cars.</li>
<li>Consider a pair of <strong>doggie sunglasses to protect from corneal sunburn</strong>. Long term exposure to the sun can result in blindness in old age.</li>
<li>If your dog is an indoor dog and will be walking outside, consider a pair of <strong>doggie boots to prevent injury </strong>from hot pavement, broken glass, rough road surfaces and sharp rocks. Dogs who live indoors tend to have softer paw pads that are more sensitive to outdoor surfaces.</li>

Remember that dogs are naturally warmer than we are; even when we are comfortable with temperatures in the 80s, they can be hot, especially if they have longer hair. Heat stroke can cause permanent brain damage, so monitor your dog very carefully. If he is panting, that means he is hot.</p>

<li>If driving during summer, <strong>freeze a container of drinking water</strong>, which will be ice by the time you depart. Bring it in the car and allow your dog an occasional sip as it melts. Don&#8217;t let them have too much ice-cold water at one time.</li>

<li><strong>Don&#8217;t let your dog ride with his head out the car window</strong>. As much as they love it, it is very dangerous. My windshield was recently cracked by a flying pebble while driving 50 mph.</li>
<li><strong>Never let your dog off leash</strong> unless in an enclosed area intended for dogs, such as a dog park or until inside your lodgings. Leave his collar and ID on even when indoors.</li>
<li><strong>Don&#8217;t have young children hold the leash</strong>. The gentlest dog can get excited or frightened in unfamiliar surroundings. Even small dogs can be very strong when excited, which can be dangerous for both dog and child.</li>
<li><strong>Don&#8217;t forget prescription medication</strong> such as heartworm preventatives. Don&#8217;t administer medication early for convenience; pack the necessary dosage and give it when it is due.</li>
<li><strong>Don&#8217;t change your pet&#8217;s diet for the trip</strong>. Bring the same foods as he would eat at home. <strong><em>Tip:</em></strong> Pets who subsist on a varied home-cooked diet are less prone to diarrhea with diet changes. <h3><strong>At the hotel</strong></h3>
<p><strong> </strong>Pets get very nervous when away from home. Even if they are normally very calm and friendly at home, this may change when in unfamiliar surroundings.</p>

<li><strong>Never leave your pet unattended in the hotel room. </strong>Nervousness and stress can cause them to make messes, damage property and make noise that might disturb other guests.</li>
<li><strong>Hang the &#8220;do not disturb&#8221; sign on the door</strong> to prevent housekeeping from accidentally letting your pet out and either party from injury.</li>
<li>Bring a <strong>familiar toy from home</strong>, and set out your pets things such as food and water dish.</li>
<li>If your dog is crate trained, setting up the <strong>crate</strong> in the room might make him feel more secure.</li>
<li><strong>To reduce barking</strong> at sounds of other guests outside your room at night, keep him active during the day so that he sleeps better.</li>
<li><strong>Clean up after accidents immediately</strong> to prevent stains and odors from soaking in. Use an upholstery cleaner on beds, rugs and chairs. Wipe your pets paws and other dirty parts to prevent soiling the room.</li>

<h3>Boarding Your Pet</h3>
<p>Traveling with pets is a big responsibility, but when done right, it can be very fun. If you feel like it&#8217;s too much work, consider boarding your pet at a reputable boarding facility. When looking for a boarder, don&#8217;t choose the least expensive one. Ask your veterinarian, friends and/or relatives for recommendations of reputable boarders with whom they have had good experiences.</p>
<p>A veterinary clinic that offers boarding isn&#8217;t necessary the best choice. A facility dedicated for the purpose may be better as the employees&#8217; main focus is taking care of boarded animals, while a veterinary clinic (especially a small one), has ill animals to see to. You don&#8217;t want to scrimp when it comes to the health and safety of your pet; you want to make sure that you can enjoy yourself on your vacation without anxiety about your pet. Of course, there will still be some worry, but knowing that he/she is well taken care of will help a great deal.</p>
<p>If you do board your pet, take a few familiar items from home such as a bed and toys to help your pet feel more at home at the boarding facility.</p>

			<content:encoded><![CDATA[<p>I have a lot of favorite movies (maybe because I&#8217;m indecisive and can&#8217;t just pick one favorite) and <em>Fiddler On the Roof</em> is definitely there in my top &#8230; 50. Yes, it is old, and some of it a little silly, but it is a classic and teaches some good lessons, all the while maintaining a good balance of comedy with serious issues. We recently watched it for the first time after several years, and now that we are personal finance bloggers, we couldn&#8217;t help but appreciate the money lessons (or maybe they&#8217;re more like jokes) to be had in this movie.</p>

<p style="text-align: left;">Whenever I used to hear this quote, my reaction would be something like &#8220;Yeah, okay.&#8221; I&#8217;d figure that it was probably true but never really gave it much thought, and it pretty much went in one ear and out the other. But now that I&#8217;m getting a little on in years (the big 3-0 inching eerily closer), I&#8217;m beginning to see why this quote is so-oft quoted.</p>
<p style="text-align: left;">Some of you may have noticed that my posting has been a little inconsistent lately. As I explained in my <a title="Interesting Reads from Fellow Personal Finance Bloggers #4" href="http://pecuniarities.com/interest-reads-from-fellow-personal-finance-bloggers-4/245" target="_self">recent roundup of personal finance articles</a>, our cousin has been visiting us since April (and will be here until July 8th). Because most of our relatives live overseas, when we do see each other, it is usually after a span of several years. Despite the physical distance between us, we have always been very close to most of our cousins, and consequently, there have been a lot of late nights of catching up on the last half decade or so &#8211; chatting about other family members (there are a lot of us), reminiscing and laughing about our childhoods and complaining about the &#8220;grown-ups&#8221; who still treat us like children even though most of us are now in our late twenties and early thirties.</p>
<p style="text-align: left;">While these late night chats have been priceless, they have also taken a toll. We often all stay up together till about midnight, and after the others turn in for the night, I usually spend several hours catching up on work (for our other businesses or this blog), and it isn&#8217;t unusual for me to go to bed at sunrise. While it&#8217;s great to have these quiet and uninterrupted hours in which to work, there is also a price.</p>
<p><span id="more-256"></span></p>
<p style="text-align: left;">In the past couple of years of working at home, Madoline and I have gone through several periods of reversed sleep cycles. These reversals are often triggered by a few days or weeks of staying up late to work on holiday and seasonal rush orders for our <a title="Franga Equestrian and Pet Boutique" href="http://frangadesigns.com" target="_self">dog clothing/horse costuming business</a>, resulting in habitual late bed- and rising times. At the worst of these times, we go to bed around 8 or 9 in the morning and wake up in the mid- or late-afternoon. On these days, even if we get 8 hours of sleep, we are not much better than zombies, and needless to say, our productivity is greatly inhibited.</p>
<p style="text-align: left;">We have found that &#8220;Late to bed and late to rise&#8221; (despite getting 8 hours) often results in:</p>
<ul style="text-align: left;">
<li>Unrestful sleep due to light and noise</li>
<li>Waking up headachy or dizzy</li>
<li>Inability to function without coffee</li>
<li>Dizziness or headache persisting through the entire day</li>
<li>Difficulty concentrating</li>
<li>Mental slowness such as taking a lot longer to do math in my head</li>
<li>More mistakes &#8211; mental and physical</li>
<li>Getting less work done</li>
</ul>
<p style="text-align: left;">When our sleeping schedules reach this point, usually about twice a year, we have to perform a major overhaul which involves a couple of miserable days of forcing ourselves to stay up as long as we can and going to bed as close to nighttime as possible, gradually shifting our sleep cycles back to waking up in the morning. When we finally succeed at waking up around 5 or 6 in the morning, there is a complete change.</p>
<p style="text-align: left;">The results of &#8220;Early to bed and early to rise&#8221;:</p>
<ul style="text-align: left;">
<li>Waking up without feeling sleepy or tired</li>
<li>Mental acuity</li>
<li>Better energy and mood throughout the day</li>
<li>The day feels longer (in a good way)</li>
<li>Better control of mind and body (working faster and making fewer mistakes)</li>
<li>Getting more work done</li>
</ul>
<p style="text-align: left;">So, I can now attest that Mr. Franklin&#8217;s statement is true and correct to the best of my knowledge. And based on my experience, going to bed around 9:00 or 10:00pm and getting up around 6:00am reaps the best results health-wise (studies have found that sleeping at night is healthier because the body requires sleeping in complete dark in order to completely rest and build defenses against diseases), wealth-wise (because you can get more done in less time), and wisdom-wise (because your mind works better when your body is feeling better).</p>
<p style="text-align: left;">Off to bed I go. : )</p>

			<content:encoded><![CDATA[<p>I love <a title="Hulu" href="http://hulu.com" target="_blank">Hulu</a>, and while I rarely watch &#8220;non-fiction&#8221; videos (I&#8217;m more of a drama watcher), this new show they recently added has caught my eye.</p>
<p>It&#8217;s <a title="Sandra's Money Saving Meals on Hulu" href="http://www.hulu.com/sandras-money-saving-meals" target="_blank">Sandra&#8217;s Money Saving Meals</a> from the Food Network. They haven&#8217;t been able to acquire full episodes yet (which they&#8217;re working on), so there are just 1-2 minute clips which are great because they don&#8217;t take much time to watch but teach you something in each one.</p>
<p>Here is one I really liked &#8211; the spaghetti calzone made from leftover spaghetti:</p>

<p>They also have full 50-minute episodes of <a title="The Dave Ramsey Show on Hulu" href="http://www.hulu.com/the-dave-ramsey-show" target="_blank">The Dave Ramsey Show</a>, which I haven&#8217;t yet watched because, to tell the truth, I&#8217;d rather watch <a title="Watch Burn Notice free on Hulu" href="http://hulu.com/burn-notice" target="_blank">Burn Notice</a> and <a title="Watch The Philanthropist on Hulu" href="http://hulu.com/the-philanthropist" target="_blank">The Philanthropist</a> (cool new show starring James Purefoy if you haven&#8217;t seen it yet). <img src='http://pecuniarities.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>

<p>Last year <a title="Help defend the rights of California pet owners" href="http://pecuniarities.com/help-defend-the-rights-of-california-pet-owners/260">I wrote to ask for help defending pet owner rights against a proposed California legislative bill AB 1364</a> which would require California pet owners to sterilize all pet dogs and cats over the age of 4 months. Thankfully, AB 1634 was defeated in the Senate last summer but a new bill has arisen which would once again take away a lot of our rights as citizens and pet owners.</p>
<p>It is my belief that the decision to sterilize a pet should remain the right of each pet owner under advisement of the pet&#8217;s veterinarian. Sterilization is a veterinary/medical procedure requiring general anesthesia and not without its risks. Read my post from last year, <a title="Permanent Link: Help Defend the Rights of California Pet Owners" rel="bookmark" href="../help-defend-the-rights-of-california-pet-owners/260">Help Defend the Rights of California Pet Owners</a>, to see some of the side effects of sterilization.</p>
<p><strong>This does not mean that I am against spaying and neutering in general. It is the right choice for some pets, but it should not be a blanket regulation.</strong></p>
<h2>Why You Should Care</h2>
<p>According to <a title="ASPCA Pet Ownership Statistics" href="http://www.aspca.org/about-us/faq/pet-statistics.html" target="_blank">ASPCA Pet Ownership Statistics</a>, 63% of all U.S. households have a pet. This legislation might only affect California residents for now, but if this law is passed, it won&#8217;t be long before other states, cities and/or counties follow suit.</p>
<h2>Why SB 250 Will Not Work</h2>
<p><strong>A mandatory sterilization law would increase animal control costs and more tax dollars would have to be spent because:</strong></p>
<ul>
<li><strong>Animal control officials</strong> would have the added responsibility of patroling and citing pet owners for intact pets.</li>
<li><strong>More pets would be abandoned</strong> because irresponsible pet owners, <em>who are the cause of the current overpopulation problem</em>, would find it more convenient and less expensive to simply abandon their pets. Those who don&#8217;t already abide by the regulations will only ignore any new ones.</li>
<li><strong>The current economic crisis</strong> has already aggravated the pet abandonment problem. Pets are being abandoned left and right as pet owners find themselves strapped for cash. The shelters are already overflowing with unwanted animals.</li>
</ul>
<p>In April 2008, the county of Los Angeles passed a mandatory sterilization ordinance which was to go into effect in October 2008.  In August 2008, the county gave this up as officials realized that they couldn&#8217;t afford the facilities and employees necessary to enforce the new law.</p>

<h2>Why SB 250 is Unethical</h2>
<p><strong>From the <a title="American Kennel Club against SB 250" href="http://www.akc.org/news/index.cfm?article_id=3823">American Kennel Club website</a>:</strong></p>
<blockquote><p>The bill continues to require sterilization if a dog is at-large, if the dog is not licensed, and if the dog violates local animal control ordinances, even on a first offense. This is an unreasonable standard as even a responsible owner can have a single incident where an animal is let out by a meter reader, neighbor or faulty gate. The American Kennel Club continues to oppose this bill as it unreasonably penalizes responsible dog owners and breeders. We encourage legislators to draft legislation that targets owners who are consistently irresponsible, rather than passing legislation that will harm responsible members of the community.</p>
<p>Existing state law already requires owners of intact animals to pay a license fee that is at least double that of licensing a sterilized animal (Food and Agriculture Code Section 30804.5) and provides for enhanced and graduated fines for owners whose intact dogs are impounded (Food and Agriculture Code Section 30804.7). These statutes are sufficient to incentivize owners to sterilize their animals and to address animal control concerns with specific intact animals who are repeatedly impounded.</p></blockquote>
<p><em>The only people who would be punished by this new law would be the responsible pet owners who are already abiding by the rules.</em></p>
<p><strong><span style="color: #ff0000;"><span style="font-size: medium;">Again, I am not campaigning against pet neutering and spaying, but rather for it to remain an individual pet owner&#8217;s right to decide for his/her own pet. Sterilization can be the right choice for many pets and owners, but it should remain just that: <em>a choice</em>.</span></span><br />
</strong></p>

<p>The Senate Appropriations Committee hearing for this bill is on <strong>May 11, 2009</strong>.</p>
<p>Even if you don&#8217;t live in California, every person who voices an opinion counts. Remember, where one leads others will follow, and it could be your state, county or city next.</p>

<p>Our family owned horses for several years in my late teens and early twenties, and friends of ours were always asking us to take them riding. Many amateur riders like to boast that they have never fallen off a horse, which must mean they&#8217;re good riders, right? Wrong.</p>
<p><strong>Contrary to popular belief, the best riders are those who have fallen the most times. </strong>Seasoned horsemen always say that if you have never fallen off a horse, it just means you haven&#8217;t ridden enough.<strong><br />
</strong></p>
<p>In the years in which we had horses, I probably had at least one or two (if not more) falls a year. No one who spends a good part of their hours on horseback can be 100% alert and in control 100% of the time. Horses get startled, agitated, excited, run away, buck, etc., and riders sometimes just lose their balance and fall. It&#8217;s a natural part of the learning process.  No one becomes an advanced rider without ever falling off.</p>
<p>Some falls are inconsequential and you get up without a scratch. Others might leave you a little scratched, a little or seriously bruised, with a concussion, broken bones or unable to walk for several days. I&#8217;ve had most types, but, thank the stars, escaped the concussions and broken bones.</p>
<p>Circumstances differ, but one thing remains the same. <strong>The longer you wait to get back in the saddle, the harder it gets.</strong> The best cure for getting over the fear of falling is to brush yourself off and immediately get back in the saddle. If you don&#8217;t get right back on, but instead go straight home to dwell on your close call and bruises, the next time you get in the saddle, if you ever do, it becomes a lot scarier than it would&#8217;ve been.</p>
<p>I also believe that falls come when you need them. When you ride horses regularly, you forget about the many dangers of riding. If you haven&#8217;t fallen in a while, you tend to get overconfident, too comfortable and careless. Falls often come at this point. After a fall, you are once again acutely aware of the dangers and find yourself more alert and careful &#8230; until history repeats itself all over again.</p>
<h2>So what does this have to do with personal finance?</h2>

Personal finance is not a high speed train on which you are just a passenger and which would disappear in a nanosecond if you slipped and fell off.<strong> Think of it as a horse </strong><em><strong>that you are riding.</strong> </em>(Assuming your horse is well trained and stops when you fall off, which most horses do.) If you slip and fall once in a while, you haven&#8217;t lost your chance at reaching your goal. Just get back on and try your best to stay on.</p>
<p>Everyone slips once in a while, and no doubt you do or will at some point. Mistakes are a natural part of the learning process from which we learn. If you fall off your saving wagon and commit a spending faux pas, don&#8217;t let it keep you down. Don&#8217;t think, &#8220;Well, I&#8217;ve blown it already. What&#8217;s the point in continuing to try?&#8221; and then proceed to spend more. Instead, analyze the situation which led to your fall, learn to recognize the factors that caused you to fall and watch out for them the next time they come around.</p>

<p>For example, you walk by a favorite shop window and see a large SALE sign. You can&#8217;t resist the call of the sale and therefore go in and spend unnecessarily. Afterwards, when you realize your mistake (and can&#8217;t return your purchases because you bought them on sale), instead of giving up your resolve to continue to save, think about the following:</p>
<ul>
<li><strong>What caused you to slip?</strong> Seeing the SALE sign.</li>
<li><strong>How did you come to see the SALE sign that led you to your folly? </strong>Walking by the shop and looking in the window.</li>
<li><strong>Solution:</strong> Take a different route next time, or don&#8217;t look at the window if you must walk past it.</li>
</ul>
<p>Next, don&#8217;t console yourself with an ice cream or a new pair of shoes. File this experience away as a lesson learned and get back on your saving wagon.</p>
<p>I once got bucked off a horse during a riding lesson. The instructor thought a rabbit had probably dashed out of some nearby bushes,  startling him and causing him to buck. You can be sure that if I&#8217;m ever again on horseback where there could be rabbits nearby, I&#8217;ll be keeping my eyes peeled and my heels down.</p>
