I grew up in El Paso, TX, which likely not far from where you live, but I don't think I could go through a summer in that part of the country with no air. Plus, I suffer from AWFUL allergies (four allergy shot injections). So, I need to keep my windows closed. anyhow... I'm actually using some of these techniques myself, and I'm in the north. Today's a really bad, muggy day. Keep your water in the fridge when you're not drinking it, use wet facecloths to dab water on to your face, arms, etc. and with a fan, it can be bearable for a while - you will stay cool with some water on you. You can also keep a bowl of water on your desk and spritz yourself that way if you don't have a spritzer.
